C. J. Cherryh is a favorite of mine.  She sets the standard for ALIEN (but
comprehensible) aliens.  Not people in funny suits, like most authors. 
(If you're looking for incomprehensible aliens, try "Solaris" by Lem). 
She does great fast paced action, and intricate political schemings (often
in the same novel!).  I can recommend everything she does, with the
exception of the Heroes in Hell nonsense, and the Merovingen Nights
anthologies (which are weak but OK).
