Then, I think the recommendations could usefully be re-ordered so that 
they don't seem so stream-of-consciousness. One example could be: 
Infrastructure (#2, 3, and 4) Network Activities/Programs (#1, 5, 6, 9), 
Support and Administration (#7,8, 10).
Here, and elsewhere in the document we could substitute "the Network" or 
some other more generic term for "the Web", and therefore de-Webbify 
much of the prose of the document, and thereby ensure that it had a 
longer shelf life.  I am thinking, for example, in recommendation #3, 
"... make access to the Network natural..".
